THE SOFT PAD UNDER THE PINS IS AN ABSORBENT SPONGE LIKE MATERIAL.  IT WILL HOLD THE WATER AND DESTROY THE BRUSH. SHINY FINISH IS FOR COSMETIC REASONS ONLY AND MAY WEAR OFF OVER TIME FROM NORMAL USE.
